HSNC is much higher in energy than HNCS and HSCN. The lines were taken from

Predictions may be reliable up to 100 GHz, possibly even higher. Transitions with higher values of Ka can not be predicted reliably at present, but the levels were considered in the calculation of the partitiobn function.
14N hyperfine splitting may be resolved for low values of J. Therefore, a separate hyperfine calculation is provided for J' ≤ 3 along with appropriate partition function values.
